Do you need a permit?
Skip on your own property (driveway, garden, private land): no permit.
Skip on the road, pavement, verge or any public land: yes — a skip permit from Norfolk County Council is legally required before the skip is placed.
What it costs and who sorts it
Permits typically cost around £40 in Norfolk and run for a set period (commonly 1–2 weeks, renewable). In practice the skip provider applies for the permit — they're used to the process and some councils only accept applications from the operator. Confirm it's arranged before delivery day; an unpermitted skip on the highway can mean a fine and forced removal.
Rules that come with a road permit
- Reflective markings and, at night, lights on the skip
- Placement rules — not blocking drains, access points or sight lines
- The named period only — overstaying a permit is an offence
The simple decision
If it fits on the drive, put it on the drive: no permit, no fee, no rules about lamps. Use the road only when there's genuinely no private space.
